In the TV show "The West Wing", when Sam is looking to run for election in Orange County, Toby says about him wanting to run again in the future, "You can't just pick up and try someplace else, they have a name for that." Can someone tell me what he means? What name they have for it and why you can't try in one state, then if you move to another state, why can't you try again there? I don't live in the USA so I am unfamiliar with the laws, I just love the TV show. My apologies, I know this is a place for more serious debate but I've tried other sites and got no answer. Thanks.
